This file contains a list of who may do what, all lines but the first are ignored
The paramaters are:
	1.   Destination address (To:), the "To:" field for incoming mails must match this address
	2.   Source addresses (From:), the "From:" field for incoming mails must match one of these addresses
	3.   Allowed IPs, a list of allowed IPs of mailservers we trust not to lie to us.
	4.   Allowed commands, a list of Tcl commands that we allow to be executed.


All parameters except the first can be a list and may contain wildcards.
